INTRODUCTION <br /> Mr. Joseph Bacchetti and his father Frank Bacchetti are creating a second parcel from property <br /> they own on South Laurel Avenue in Tracy, CA. According to the San Joaquin County <br /> Development Title, a Surface and Subsurface Contamination Report(SSCR) must be conducted <br /> at the time of Tentative Map submittal. The purpose of this report was to investigate the subject <br /> property for real or potential environmental contamination and report the findings to the Client <br /> and the San Joaquin County Environmental Health Department. This report complies with the <br /> San Joaquin County Ordinance, specifically 9-905.12(a) for a "Surface and Subsurface <br /> Contamination Report." It also complies with the standard practice promulgated in the American <br /> Society of Testing and Materials, ASTM E1527. <br /> In addition, the report addresses and evaluates non-point sources of hazardous materials, as well <br /> as potential point sources. Non-point sources of hazardous materials include agricultural <br /> chemical residues, high concentration of nitrate laden groundwater and other contaminants which <br /> may have originated from a wide area or volume. Point sources investigated include fuel storage <br /> tanks, septic systems and/or chemical storage areas. <br /> No chemical analysis was conducted for this investigation nor was there an inspection of the <br /> existing buildings for asbestos containing materials (ACMs). An analysis of the domestic well <br /> serving the house on proposed Parcel 1 will be tested for nitrates and the agrichemical <br /> dibromochlorpropane (DBCP) in the Soil Suitability Study, which will also be required for this <br /> project by the County Environmental Health Department. <br /> SITE DESCRIPTION <br /> As illustrated on the attached Tentative Map, the subject property consists of an irregular shaped, <br /> flat, 53 acre parcel. Site addresses are 20280/20301/20451 South Laurel Avenue, Tracy and the <br /> Assessors Parcel Nos. are 213-050-04/05/06. The site is bordered to the south by a concrete- <br /> lined drainage ditch, to the west by Black lake (partially) and to the north by Tom Paine Slough <br /> and to the east by Laurel Avenue. It is currently zoned AG-40. <br /> The property, and the entire region, has been dry land and irrigated farmed for the last several <br /> decades and is currently in alfalfa. Irrigation is provided from the Tom Paine Slough, to the <br /> north. There is a single family residence and one outbuilding in the southeast corner of the <br /> property. A shed to store farm equipment was in the location of an existing 60' X 160' hay (pole) <br /> barn, directly northwest of this house. An on-site domestic well and septic system serves this <br /> house. Storm drainage flows to the existing drainage ditch along the south property line. The <br /> property is subject to the 100-year flood and did flood last year. <br /> 2 <br /> Va(Iey Ag Ppearch <br />
