The City of Tracy and Leprino Foods are named as the Discharger in the
WDRs. A copy of the WDRs is attached for your information.
Regional Water Board staff recently reviewed monitoring reports for the period August 2012
through May 2014 for the City of Tracy and Leprino Foods Company. Based on our review, the
Discharger did not comply with the WDRs or Monitoring and Reporting Program (MRP).
Influent Monitoring Violations
The MRP requires that Biochemical Oxygen Demand (BOD) be measured daily in Leprino's
discharge to the holding pond. However, BOD results were not reported for the following days:
20 October 2012, 24 January 2013, 6 July 2013, 17 September 2013, 17 October 2013, 9
November 2013, and 10 December 2013, in violation of the WDRs.
Pond Monitoring Violations
1. The MRP requires Total Dissolved Solids (TDS) and Volatile Dissolved Solids (VDS) be
measured monthly for Ponds. However, results were not reported for July 2013.
2. The MRP requires Freeboard, Dissolved Oxygen (DO), pH, Specific Conductance, Total
Dissolved Solids (TDS), and Volatile Dissolved Solids (VDS) be measured weekly for the
Ponds. However, results were not reported for Pond 3 in February 2014.
Groundwater Monitoring Violations
1. The First quarter 2013 monitoring report did not include the calculated values for the
gradient or gradient direction as required by the MRP.
2. The analytical data for groundwater monitoring will be evaluated in the near future.
KARL E. LONOLEv Sc D, P.E.,CHAIR I PAMELA C.
