City of Tracy and Leprino Foods Company - 2 - 2 October 2014 <br /> Reporting Violations <br /> 1. The First quarter 2013 monitoring report did not include the calculated values for the <br /> gradient or gradient direction as required by the MRP. <br /> 2. Quarterly groundwater monitoring reports for the periods First quarter 2013 through First <br /> quarter 2014 did not include all of the information required by the quarterly monitoring report <br /> section of the MRP. In particular, the following: <br /> a. Report section B.2: A narrative description of all preparatory, monitoring, sampling, and <br /> analytical testing activities for the pond and groundwater monitoring. The narrative shall <br /> be sufficiently detailed to verify compliance with the WDR, this MRP, and the Standard <br /> Provisions. For groundwater monitoring, the narrative shall be supported by field logs <br /> for each well documenting depth to groundwater; parameters measured before, during, <br /> and after purging; method of purging; calculation of casing volume; and total volume of <br /> water purges; <br /> b. Report section B.3: Calculation of groundwater elevations, an assessment of <br /> groundwater flow direction and gradient on the date of measurement, comparison of <br /> previous flow direction and gradient data, and discussion of seasonal trends if any; <br /> c. Report section B.4: A narrative discussion of the analytical results for all groundwater <br /> locations monitored including spatial and temporal trends, with reference to summary <br /> data tables, graphs, and appended analytical reports (as applicable); <br /> d. Report section B.5: A comparison of monitoring data to the groundwater limitations and <br /> an explanation of any violation of those requirements; <br /> e. Report section B.6: Summary data tables of historical and current water table elevations <br /> and analytical results: <br /> f. Report section BY: A scaled map showing relevant structures and features of the <br /> facility, the locations of monitoring wells and any other sampling stations, and <br /> groundwater elevation contours referenced to mean sea level datum; and <br /> g. Report section B.8: Copies of laboratory analytical reports for pond monitoring. <br /> 3. The 2013 annual monitoring report did not include all of the information required by the <br /> annual report section of the MRP. In particular, <br /> a. Report section C.1: The contents of the regular pond and groundwater monitoring <br /> report for the last sampling event of the year; <br /> b. Report section C.3: An evaluation of the groundwater quality beneath the sludge <br /> handling facilities, aerated lagoons, and the unlined ponds. <br />
