City of Tracy and Leprino Foods Company - 3 -
2 October 2014
c. Report section C.4: A discussion of compliance and the corrective actions taken, as
well as any planned or proposed actions needed to bring the discharge into full
compliance with the waste discharge requirements.
d. Report section C.5: A discussion of the overall status of BPTC implementation over the
past reporting year; and
e. Report section C.7: Equipment maintenance and calibration records, as described in
Standard Provision No. C.4.
Comments
Laboratory reports submitted with the quarterly monitoring reports have a notation at the bottom
of the pages which state: "SUMMARY OF POSITIVE DATA ONLY." The reporting section of
the MRP requires that the Discharger arrange the data in tabular form so that the date, sample
type, and reported analytical result for each sample are readily discernible. The data shall be
summarized in such a manner to clearly illustrate compliance with waste discharge
requirements and spatial or temporal trends, as applicable. In the future, please include all data
for each required measurement, including results for non-detects.
Follow-up
By 15 November 2014, please respond to this Notice of Violation by submitting complete
groundwater reports (i.e., containing all the information listed in reporting section B.1 through
B.8 in the MRP) for First Quarter 2013 though Second Quarter 2014. All analytical data must be
included, even "non-detect" values. The report shall be prepared under the direct supervision of
a registered engineer or professional geologist. Future groundwater monitoring reports shall
contain all required information.
As described in the Executive Officer's letter of 26 September 2014, we are transitioning to a
paperless office. Therefore, please convert the document to a pdf and email it to
centralvalleysacramentota-Dwaterboards.ca.aov. To ensure that your submittal is routed to the
appropriate staff as quickly as possible, please include the following information in the body of
the email: Attention Mohammad Farhad, Compliance unit, NPDES. In addition, please include
the Discharger name, facility name, county, and CIWQS place ID in the body of the email (this
information was provided to you in the 26 September 2014 letter). If you have any questions
about how to submit this document please contact Mohammad Farhad at
mfarhad(a2waterboards.ca.00v or(916) 464-1181.
.e,Nicole Morgan
Senior Water Resources Control Engineer
Attachment and cc: see next page
