TOP SHELF URBAN FARMS <br /> Conditional Use Permit Application <br /> Project Description <br /> 10400 CA-12 Lodi, CA 95240; APN: 051-12-088 <br /> Zoning: AG-40 <br /> Top Shelf Urban Farms(hereafter referred to as'TSUF'or Top Shelf) has proposed to provide site improvements <br /> to existing structures and property at the subject site to secure a facility and accommodate commercial cannabis <br /> cultivation under multiple State Licenses from the California Department of Food and Agriculture including a Type <br /> 3B'Mixed Light'Cultivation License,as well as a commercial cannabis distribution operation under a Type 11 <br /> 'Distributor license'from the State of California Bureau of Cannabis Control within the Department of Consumer <br /> Affairs. <br /> The subject site is located at the above address within the unincorporated area of San Joaquin County within a <br /> General Agriculture Zone. <br /> Cultivation Activities: <br /> The primary activity in the operation of the commercial cannabis Cultivation business would involve the cultivation <br /> of'flowering'cannabis plants within rigid greenhouse structures,which are mature cannabis plants which produce <br /> cannabis'flower'or buds',for wholesale to state licensed distributors and retailers.Ancillary to the primary <br /> Cultivation activity would be the processing,packaging,and secure storage of finished cannabis flower'as well as <br /> constant maintenance of on-site security,administrative functions including record keeping,correspondence,and <br /> interface with facility personnel. <br /> Finished Cannabis Flower Batches'will be transported off-site via state licensed distributors who may process and <br /> package the cannabis flower for resale,following storage and sampling for lab testing to ensure product quality and <br /> compliance with state regulation. <br /> All product transactions,including the physical transfer of cannabis goods,shall take place wholly within the <br /> confines of the secured facility perimeter. <br /> Distribution Activities: <br /> The primary activities involved in the operation of the commercial cannabis Distribution business would involve the <br /> wholesale purchase and resale of cannabis goods,as well as the provision of contract services for packaging, <br /> labeling,storage for lab testing,and transportation of cannabis goods to licensed retailers and distributors,including <br /> cannabis flower,cannabis concentrates,and edible cannabis goods.All cannabis products for wholesale purchase or <br /> taken in for service by TSUF shall be sourced only from State-Licensed Cultivators,Manufacturers and Distributors. <br /> Such cannabis goods may arrive pre-packaged for distribution into the commercial market,or in bulk to be <br /> packaged,and labeled by TSUF prior to testing and distribution to retailers and distributors. <br /> All product transactions,including the physical transfer of cannabis goods,shall take place wholly inside the interior <br /> of the distribution structure within the confines of the secure facility perimeter. <br /> 1 <br />
