15999 W CORRAL HOLLOW RD Project No.2019-00027 Page 13
The elevation at the proposed T8021 Office Site, according to USA Topographic Map', is
approximately 1020 feet above mean sea level (msl). The site is located in a relatively flat drainage
area surrounded by steep hills. However, the topography across the parcel varies greatly.
According to the San Joaquin County District Viewer web site,2 the subject property is zoned P-F,
Public Facilities. This zoning designation is "intended to provide for the establishment of major
correctional, medical, and infrastructure facilities;publicly owned recreation facilities and areas and
similar facilities and areas;educational facilities meeting State requirements for primary, secondary,
and higher education;police and fire protection facilities; and supporting uses in areas where they
are most likely to benefit the County's residents."
Location maps of the subject property are attached to this report as Appendix A.
1.2 Proposed Development
The property currently consists of one parcel, 15999 W Corral Hollow Rd.,Tracy CA and is 5753.40
acres. Proposed"development"consists of a commercial onsite wastewater treatment system for the
T8021 office located at Site 300 which will accommodate up to 20 individuals. Lawrence Livermore
National Laboratories(LLNL)is currently expanding its workforce and needs additional office space.
The LLNL Site 300 has been selected to locate a modular office building to increase capacity for
mission growth. This is adjacent to a building which is no longer utilized. The objective of the project
is to procure one modular office building, and improve site utilities such as electrical, communication,
water, sewer, and storm water drainage.Existing asphalt pavement will be removed, and the site will
be regraded to site the modular office. The proposed septic design (as determined by LLNL staff and
SJC-EHD)includes a filter bed configuration with a total leach line length of 450 feet, and an area of
1,800 square feet. The proposed septic location is shown on Plate 3,in Appendix A.
2.0 PAST,PRESENT AND PROPOSED FUTURE USES
The parcel has been used by the federal government as an experimental test site for roughly 65 years,
and has ancillary buildings spread across it to allow for scientific research and testing. The
Department of Energy originally developed the site as a non-nuclear explosives test facility to
support the LLNL national security mission in 1955.
Presently, work at Site 300 supports the Laboratory's nuclear weapons program by assessing the
operation of non-nuclear weapon components using hydrodynamic testing and advanced
diagnostics, such as high-speed optics and X-ray radiography. These efforts support the nation's
Stockpile Stewardship Program(SSP),which is designed to ensure the safety, security and reliability
of the U.S.nuclear weapons stockpile.
i
Proposed future use is anticipated to remain the same for the next 40 to 50 years.
I
I USA Topographic Maps
<Itttps://www.arcgis.com/home/webman/viewer.htmPextent=6201228.1 S419629,2025585.68749859.6328031.39968183.2098902.1
8784695.2227>
2 San Joaquin County District Viewer,http://sjmap.org/website/DisuidViewer/Viewer.asp.
i
Petralogix Engineering,Inc.
26675 Bruella Road,Galt,Ca 95632
(209)400-5729
www.petralogix.com
