Mr. Sanfilippo
February 18, 2020
Page 2
may not be increased from the pre-construction quantity and the site runoff be treated to meet
present storm water quality standards. If historical undeveloped topography shows drainage from
this site does not flow into the State Right-of-Way, then it will not be allowed to flow into the
State Right-of-Way at this time.
• The applicant will need to calculate runoff peak discharges for 10 and 100 year storm events for
Pre and Post construction. Additional review will be required once the drainage plans and
calculations are submitted to Caltrans for review and continent. Based on review of these
calculations, modifications may be required of the grading plan.
• All off-premise advertising displays visible to traffic on State facilities need to be
constructed in compliance with local government and State regulations. Persons or
entities seeking to place an off-premise outdoor advertising display that would be subject
to provisions of the Outdoor Advertising Act(Business and Professions Code § 5200 et
seq.) are required to submit an Outdoor Advertising Permit Application. Information
regarding the Department's regulation of outdoor advertising may be found online at
https://dot.ca.gov/programs/traffic-operations/oda
• As an alternative, persons or entities may also request a preliminary review detennination
by submitting a Preliminary Outdoor Advertising Permit Application. Either a full
application or preliminary review provides that the Office of Outdoor Advertising would
perform a full,in-person inspection of the proposed location and render a formal response
as to the viability of the sign permit use and design plan.
• An Encroachment Permit will be required for work(if any) done within the Department's
right of way. This work is subject to the California Environmental Quality Act. Therefore,
environmental studies may be required as part of the encroachment permits application. A
qualified professional must conduct any such studies undertaken to satisfy the
Department's environmental review responsibilities. Ground disturbing activities to the
site prior to completion and/or approval of required environmental documents may affect
the Department's ability to issue a permit for the project. Furthermore,if engineering plans
or drawings will be part of your permit application, they should be prepared in standard
units.
If you have any questions or would like to discuss our comments in more detail, please contact
Nicholas Fung at (209) 948-7190 or myself at(209) 941-1921.
Sincerel ,
FOi2
TOM DUMAS, CHIEF
OFFICE OF METROPOLITAN PLANNING
"Caltrans improves mobility,across Calffiornia"
