1 <br />IX. LANDFILL <br />1. Operation. <br />(a) By November 19, 1981, run-on shall be diverted away from <br />the active portions of the landfill; <br />(b) By November 19, 1981, run-off from active portions of <br />the landfill shall be collected. <br />(c) The owner or operator shall cover or otherwise manage the <br />landfill so that wind dispersal of hazardous waste is <br />prevented. <br />2. Surveying and recordkeeping. <br />The owner or operator shall maintain the following items in the <br />operating record: <br />(a) On a map, the exact location and dimensions, including depth, <br />of each cell with respect to permanently surveyed benchmarks; and <br />(b) The contents of each cell and the approximate location of <br />each hazardous waste type within each cell. <br />3. Closure and post -closure. <br />(a) The owner or operator shall place a final cover over the <br />landfill, and the closure plan shall specify the function <br />and design of the cover. In the post -closure plan, the <br />owner or operator shall include the post -closure care <br />requirements of Item 3(d). <br />(b) In the closure and post -closure plans, the owner or operator <br />shall address the following objectives and indicate how they <br />will be achieved: <br />(1) Control of pollutant migration from the facility via <br />ground water, surface water,and air; <br />(2) Control of surface water infiltration, including prevention <br />of pooling; and <br />(3) Prevention of erosion. <br />(c) The owner or operator shall consider at least the following <br />factors in addressing the closure and post -closure care <br />objectives of Item 3(b): <br />(1) Type and amount of hazardous waste and hazardous waste <br />constituents in the landfill; <br />
