Main St. RO#: 594 <br /> Stockton, CA., 95202 CUF#: 12540 <br /> On December 19, 2003, San Joaquin County Environmental Health Department (EHD) <br /> notified you that the review of Problem Assessment Report and Soil Remediation Plan <br /> (SRP) submitted by Upgradient Environmental Consultants (UEC) on November 14, <br /> 2003 was approved. EHD requested that you expedite steps to activate the remedial <br /> action. <br /> As of this date, the soil vapor extraction system has not been placed into service and <br /> you are not making adequate progress in cleaning up your contaminated site. You are <br /> not in compliance with UST cleanup requirements. <br /> You are hereby directed to complete all necessary construction details and start <br /> the SVE process immediately. The first Remediation Status Report, including the <br /> copy of the SJVUAPCD permit to operate, is due at EHD before December 30, <br /> 2005. <br /> Since September 1, 2001, parties responsible for leaking underground storage tanks <br /> (USTs) have been required to submit analytical data electronically to Geotracker, the <br /> State Water Resources Control Board (SWRCB) database. As of January 1, 2005, <br /> electronic submittal of information (ESI) has been required for all cleanup programs, <br /> including the UST program (Chapter 30, Division 3, Title 23, of the California Code of <br /> Regulations). EHD has checked the Geotracker database and there are only three (3) <br /> electronic submittals for this site, with the last one for "Quarter 2, 2004" that was denied <br /> by EHD for incompleteness. You are not in compliance with the requirement to <br /> electronically submit data/reports (ESI). <br /> You are hereby directed to immediately submit all reports and data to Geotracker, <br /> beginning with all reports from January 1, 2001 to the present and to continue to <br /> submit electronically from this date forward. <br /> You are required to submit quarterly monitoring reports (QMR) for this site. A check of <br /> your submittals for the last two years indicates that the following QMRs are missing: <br /> second, third, and fourth of 2003, and the first, third, and fourth of 2004. You are not in <br /> compliance with quarterly monitoring and reporting requirements. <br />
