9
' Upgradien6 "nvironmental Coultants
' January 27, 2004 _
Mr. Tom O'Neill JAN
Valley Motors T
P. O. Box 923 ENvIRNIy,! .,G1
Stockton,CA 95201
PERM L„
Subject: Cost Pre-approval Package r
Dear Tom:
As you have requested,we have prepared the enclosed bid package for submission to the
'State UST Cleanup Fund Program for pre-approval. The package includes the required
T documentation that Upgradient Environmental has submitted a plan on your behalf to
perform soil remediation using vapor extraction technology at Valley Motors. Also
included is a copy of the December 19, 2003 letter from San Joaquin County's
Environmental Health Department approving the plan. At the request of Mr. Michael
Infurna of EHD,we have already contacted the San Joaquin Valley Air Quality
Management District to begin the permitting process. It is our understanding that the
permitting process normally takes at least 60 days, and perhaps longer.
Please note that the cost estimate of$60,900 is for the installation and operation of the
extraction system for up-to 6 months. If EHD determines that the system must be
operated for a longer time period, the monthly O&M-cost (as shown)will be $6,000. This
cost does not include the cost of electricity or any natural gas or other supplemental fuel
that may be required to operate the extraction unit. Such costs can only be determined -
I
after the system is on line and operating. We will attempt to have these costs billed
directly to Valley Motors to avoid our contractor mark-up and/or finance costs. j
j
Please ask Mrs. Hyduke, as the Responsible Parry,to sign the enclosed Cost Pre-approval
Request and then forward the package to Mr. Mark Owens at the State Underground
Tank Cleanup Fund. I have enclosed a mailing envelope for your convenience. .
I
-- =
Please.call-aur-office-ifyou have any further questions.
Si-rAerel,y,
Victor B. Cherven,Ph.
