Main St. ROM 594 <br /> Stockton, CA., 95202 CUF#: 12540 <br /> San Joaquin County Environmental Health Department(EHD) has reviewed Problem Assessment Report <br /> and Soil Remediation Plan submitted by Upgradient Environmental Consultants (UEC)on November 14, <br /> 2003 and has the following comments. <br /> This combination report includes a comprehensive evaluation of the site, a site conceptual model, and <br /> proposal to test and activate a soil vapor extraction (SVE)system to take advantage of the lowest <br /> groundwater in five years. <br /> EHD appreciates this recent assertive approach to finally advance this site into the remedial phase, even <br /> though the full lateral extent of the groundwater petroleum plume has not been completely delineated. <br /> With only a small area to the east of the site that does not have the exact extent of the groundwater <br /> plume identified, EHD concurs that removing as much of the delineated and substantial residual soil <br /> contamination mass now in the unsaturated zone may be the most prudent plan. By using the existing <br /> soil vapor extraction well, your plan to quickly activate a SVE system is considered by EHD to be the most <br /> cost-effective and feasible action.
