Valley Motors page 2
800 E. Main St., Stockton,CA.
Since SVE with AS is one remedial alternative and ISEB has not been proven to be viable yet, your
feasibility study is incomplete. In order to approve the feasibility study for this site, additional
information and/or alternatives are required.
In conversations with the Central Valley Regional Water Quality Control Board (CVRWQCB),PHS-
EHD has learned that prior to injecting any water (treated or not) back into the subsurface,
regulatory approval and permits may be required. Please verify this with Mr.Mark List at(916) 255-
3132 and provide written comments from CVRWQCB to PHS-EHD before testing the
effectiveness or feasibility of this alternative.
You may submit separate well permit applications and separate fees for the on-site and off-site
parcels now. The off-site well permit cannot be.issued until the City of Stockton's permits are on
file at PHS-EHD.
The information submitted in this recent proposal encompassed a large scope of work and
overlapped the investigative phase with the remedial phase. PHS-EHD is concerned with
aggressively evaluating remedial alternatives as your consultant has proposed, prior to the
groundwater plume being fully defined. Historically there has been an impact to the groundwater
upgradient from your site from halogenated volatile organic compounds (HVOC). It is important to
determine if these compounds will interfere with the "biologicals" your consultant is proposing to
enhance or inject. Please have this contingency evaluated by your consultant prior to submitting an
addendum or revision to the Feasibility Testing Work Plan.
You may direct any questions you have to Michael Infurna at (209) 468-3454.
Donna Heran,REHS, Director
Environmental Health Division
o
Michael J.
