Main St., Stockton,CA. <br /> Since SVE with AS is one remedial alternative and ISEB has not been proven to be viable yet,your <br /> feasibility study is incomplete. In order to approve the feasibility study for this site, additional <br /> information and/or alternatives are required. <br /> In conversations with the Central Valley Regional Water Quality Control Board (CVRWQCB),PHS- <br /> EHD has learned that prior to injecting any water (treated or not) back into the subsurface, <br /> regulatory approval and permits may be required. Please verify this with Mr.Mark List at(916) 255- <br /> 3132 and provide written comments from CVRWQCB to PHS-EHD before testing the <br /> effectiveness or feasibility of this alternative. <br /> You may submit separate well permit applications and separate fees for the on-site and off-site <br /> parcels now. The off-site well permit cannot be.issued until the City of Stockton's permits are on <br /> file at PHS-EHD. <br /> The information submitted in this recent proposal encompassed a large scope of work and <br /> overlapped the investigative phase with the remedial phase. PHS-EHD is concerned with <br /> aggressively evaluating remedial alternatives as your consultant has proposed, prior to the <br /> groundwater plume being fully defined. Historically there has been an impact to the groundwater <br /> upgradient from your site from halogenated volatile organic compounds (HVOC). It is important to <br /> determine if these compounds will interfere with the "biologicals" your consultant is proposing to <br /> enhance or inject.
