Main St. <br /> Stockton, CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) <br /> has reviewed the Fourth Quarter 1996 Monitoring Report recently submitted by your <br /> consultant, Upgradient Environmental, and has the following comments. <br /> Two of the three monitoring wells onsite have shown an increase in the concentrations <br /> of chlorinated hydrocarbons in the shallow groundwater beneath the site. Monitoring <br /> wells VM-1 and VM-2 have nine and seven (respectively) separate halogenated <br /> constituents reported for this latest sampling event, while the most down-gradient well <br /> (VM-3) has not detected any halogenated constituents since July 1996. <br /> PHS-EHD supports your conclusion that a potential up-gradient source may be <br /> responsible. In order to verify this condition, PHS-EHD will be referring the Downing <br /> Paint and Equipment Company at 27 S. Grant Street and the Velvacon Paint Store, 706 <br /> E. Main Street, to the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). The CVRWQCB will provide any investigation direction to these facilities. <br /> Please forward the complete Quarterly Reports for July 1996 and December 1996 to <br /> the CVRWQCB in care of Wendy Cohen with a notation that PHS-EHD's referral will be <br /> sent. <br /> In order to better evaluate the gasoline release and groundwater impact at your site, I <br /> will be presenting your case to the Technical Review Committee (TRC) here at PHS- <br /> EHD. Please have your consultant obtain groundwater samples from all three <br /> monitoring wells during January or early February 1997. Please ensure that you allow <br /> adequate time to have the samples analyzed for the same constituents, using the same <br /> EPA Methods shown in the July 1996 and December 1996 quarterly reports so the <br /> results can be submitted to me well before the TRC meeting on March 5, 1996. <br /> A Division of San Joaquin County Health Care Services <br />
