Main PERMIT/SERVICES <br /> Stockton, CA 95.201 <br /> Subject: Valley Nlotors <br /> Dear Mr. Infurna: <br /> We are in receipt of your letter dated October 9, directing Valley Motors to apply <br /> fo! a drdl;ng nPrm?t to insi fl `ruL1nd,vats--r•extraction wells by Octnio��rlAfter <br /> conversing with Mr. Tom O'Neill of Valley.Motors, we spoke with Mr. Mark Owens at <br /> the UST Cleanup Fund and Mr. James Munch at the Central Valley Region Water <br /> Quality Control Board to discuss the matter. Both men expressed an interest in the case <br /> and informed us they would review the file and contact us regarding t:leir findings and <br /> recommendations. <br /> Mr. Owens has informed us that the Cleanup Fund does not view pump and treat <br /> remediation favorably due to its high cost. Ile advised us not to proceed v!ith the <br /> installation of extraction wells before submitting, a pre-ap pro, al request.to the Fund. Mr. <br /> Munch also expressed reservations about the work plaii tlia we submitted. in April on <br /> behalf of Valley Motors. It is ou.r understanding that he believes that such.an aggressive <br /> and expensive approach is not advisable or justified at this tir i,!, pa—t-ticuluray in light o.` <br /> the anticipated cutbacks in State funding that have begun a.qd are l.iKely to continue for <br /> several months at least. He recommended an alternative approach, involving a pumping <br /> test of existing monitoring well VM-2 to assess the likelihood that pump and treat on a <br /> larger scale (in the future) might be successful. Due to its smaller diameter, he suggested <br /> that VM-2 would pump at a slower rate, and it might therefore be necessary to extend the <br /> test for a few weeks in order to obtain enough laboratory samples to d:termine whether <br /> pumping leads to a reduction in hydrocarbon concentrations. <br /> We have informed Mr. O'Neil', of these developments and he has requested us to <br /> submit a revised work pian along the lines suggested by Mr. Munch.
