Main St. RO#: 594
Stockton, CA 95202 CUF#: 12540
The San Joaquin County Environmental Health. Department (EHD) has reviewed Fourth
Quarter- 2006 Report (QMR) dated December 19, 2006 submitted by Upgradient
Environmental Consultants (UEC) and has the following comments.
r During the Third Quarter-2006 the soil vapor extraction (SVE) system was turned.off.
and your consultant stated that soil vapor concentrations were not high enough to
warrant continued vapor extraction. Since that time, the ground water samples from
monitoring wells VM-2 and VM4. have shown an increase in dissolved petroleum
concentrations.
The following recommendations were included in the QMR and requested comment
from the EHD:
• Discontinue sampling VM-8 for petroleum constituents.
• Remove the thermal oxidation unit from the site.
• Perform a short-term ground water extraction (GWE) test from well VM-2.
• Evaluate GWE as a feasible remedial alternative.
The EHD approves reducing ground water sampling of VM-8 to annual. The sampling
event for VM-8 shall beat the highest depth to ground water, usually in March.
Air sparing well SW-1 is screened from 29.5 to 31.5 feet which is above the current
depth-to water at the site.- With elevated levels of petroleum in the ground water at the
site, the EHD will require you to evaluate additional remedial actions prior to removal of
the SVE unit. Removal of the SVE unit is.NOT approved at this time.
A work plan to install a properly screened air sparge well and conduct an air
sparge/vapor extraction test at this.site is required and is to be.submitted to the EHD by
March 30, 2007.
