March 31, 2009,
Mr. Michael Infuma
Environmental Health Department
600 E. Main
Stockton,CA 95201
Subject:Valley Motors`j
First Quarter 2009 Report
Dear Mr. Infurna:
Upgradient Environmental Consultants has prepared this letter report for the first
quarter of 2009 on behalf of Valley Motors in Stockton, California.
A meeting with San Joaquin County Environmental Health Department staff was
held on February'6, 2009. The meeting was requested in a January 15, 2009 letter from
EHD to discuss the status of the investigation at this site.. Mr. Tom O'Neill of Valley
Motors, Barbara Hyduke and Mr. Clyde Hebbron of Upgradient Environmental attended. ,
EHD opened the meeting by asking about the status of the project and what was needed
to move forward in order to remain within compliance. Funding was the prime reason
why work had not progressed. The current Work Plan would have required a substantial
capitol expense. Valley Motors could not fund the necessary work and Upgradient was at
the limits of its credit. After further discussion, it was agreed that a modified pilot test
would be conducted using the existing monitor wells. The test may provide enough
information to establish whether pump and treat is a viable remediation solution.
WORK PLAN
Subsequent to the meeting, Upgradient Environmental submitted the revised work
plan to conduct an interim groundwater remediation (pumping) test. The revised plan
proposed pumping monitor well VM-2 for a period of approximately three weeks to
determine whether groundwater.extraction (pump-and-treat)would be a cost-effective
method of remediating the contaminated groundwater beneath the Valley Motors
property. Samples would be collected at key points during the test and analyzed to see
whether the laboratory results of these samples reveal a concentration decline curve from
which the time and cost of this remediation method can be estimated.
i
