Main St. CUF* 12540 <br /> Stockton, CA 95202 Global ID#: T607700430 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Work Plan for <br /> Groundwater Extraction, dated May 27, 2011, that was submitted by Upgradient Environmental <br /> Consultants (Upgradient). The work plan was required in EHD correspondences dated May 27, <br /> 2010 and April 21, 2011. <br /> The work plan proposes installing two 4-inch extraction wells on-site and continuing the <br /> groundwater extraction testing for remedial feasibility. Although the proposal meets the <br /> requirement to continue work at the site, statements included in the work plan condition <br /> commencement of the well installation, groundwater pumping/aquifer testing, and reporting <br /> results upon outstanding invoices being paid and an additional reimbursement request being <br /> processed by the CUF. <br /> In multiple phone conversations with Mr. Tom O'Neill and Mr. Clyde Hebbron of Upgradient, the <br /> EHD was made to understand that financial arrangements have been made and the work plan, <br /> once approved, will be enacted. . <br /> The EHD approves the work plan as necessary ([H&S 25296.10(c)(3)) and is approved with the <br /> following conditions: <br /> 1. The proposed 9.0-day aquifer pump test is to be reduced to 30-day phases. At the end <br /> of the first 30-day phase, an evaluation of the effectiveness, area of influence, and <br /> estimates of the petroleum hydrocarbon mass removed is to be submitted to Geotracker <br /> for review and Oyaluation. If it can be shown that groundwater extraction, ex-situ <br /> treatment, and disposal of the groundwater to the City of Stockton sewer is feasible and <br /> cost-effective but requires additional time and testing to support completely, the EHD will <br /> allow an additional 30 days of aquifer testing. <br /> 2. A complete schedule is to be submitted to Geotracker for review by the EHD on July 29, <br /> 2011. The schedule is to include: <br /> • date the two extraction wells will be installed, <br /> • dates the first groundwater pump test will start and end, <br /> • dates of additional pumping periods, if needed, <br /> • date the report of findings will be submitted to Geotracker, <br /> • dates the existing monitoring wells will be sampled and, <br /> • dates the semi-annual monitoring reports will be on Geotracker. <br />
