INTRODUCTION <br /> Mr. Luis Arismendi is proposing to merge three lots into one parcel and split off a home site <br /> parcel at the above-referenced address. The homesite parcel is to consist of 4.1 acres and the <br /> Designated Remainder, 55.9 acres. The attached site plans illustrate the proposed Lot Merger <br /> and the Tentative Parcel Map. According to the San Joaquin County Development Title, a <br /> Surface and Subsurface Contamination Report(SSCR) shall be required at the time of Tentative <br /> Map submittal. The purpose of this report was to investigate the entire subject property <br /> (60 acres) for real or potential environmental contamination and report the findings to the Client <br /> and the San Joaquin County Environmental Health Department. This report complies with the <br /> San Joaquin County Ordinance, specifically 9-905.12(a) for a "Surface and Subsurface <br /> Contamination Report." <br /> In addition, the report addresses and evaluates non-point sources of hazardous materials, as well <br /> as potential point sources. Non-point sources of hazardous materials include agricultural <br /> chemical residues, high concentration of nitrate laden groundwater and other contaminants which <br /> may have originated from a wide area. Point sources investigated include fuel storage tanks, <br /> septic systems and/or chemical storage areas. <br /> No chemical analysis was conducted for this investigation nor was there an inspection of the <br /> existing buildings for asbestos containing materials (ACMs). Water analysis of the domestic <br /> well serving the existing residence was also not tested for inorganic/organic constituents. <br /> SITE DESCRIPTION <br /> As illustrated on the attached Tentative Map,the subject property consists of a nearly square- <br /> shaped parcel. Parcel 1 is to be rectangular-shaped . The properly has gentle undulations. Storm <br /> drainage flows to an existing drainage ditch along Tully Road. The residence is on a hill, along <br /> with a detached garage/horse barn. The entire property is not subject to the 100-year flood. The <br /> site address is 14300 Tully Road, Lodi and the Assessors Parcel No. is 053-060-02. The site is <br /> bordered to the north by Middle Paddy Creek and agricultural production land. To the west is <br /> also agricultural production land and to the east is Tully Road and a dairy farm. To the south is <br /> Harney Lane and the Harney Landfill (closed). Surrounding land use is primarily agricultural <br /> production with very low density single family, ranches and ranchettes. It is currently zoned <br /> AG-40. There are no easements denoted on the Parcel map which may be indicative of <br /> underground pipelines, etc. <br /> The region has been dry land and irrigated farmed,particularly in pasture and vineyards for the <br /> last several decades. Irrigation is provided by irrigation wells. The subject property is currently <br /> in wine grapes, planted in 1997.
