A Phase I Environmental Site Assessment was issued for the site by Berlogar <br /> Geotechnical Consultants on May 28, 1991. The Phase I report determined that the site <br /> was previously occupied by a car wash which dispensed fuel from underground storage <br /> tanks (USTs). The USTs were removed in the late 1970s and fuel dispensing operations <br /> ceased at that time. The Phase I report also described several UST sites located within <br /> a one-mile radius of the Manteca Business Center site which are currently or were <br /> previously under regulatory action. Because of the former on-site USTs and the <br /> possibility of adjacent regulated UST sites impacting the subject site, a Level II soil and <br /> groundwater assessment was recommended by the Phase I report. <br /> 3.0 SUBSURFACE INVESTIGATION <br /> 3.1 Introduction <br /> Prior to drilling at the site, ATEC prepared a Level II Site Assessment Workplan. This <br /> workplan was submitted to San Joaquin County Public Health Services, Environmental <br /> Health Division (SJCPHS) on November 3, 1992. ATEC also submitted a Health and <br /> Safety Plan to SJCPHS on November 5, 1992. The Health and Safety Plan described the <br /> environmental concerns at the site and specified the safety protocols to be followed while <br /> performing the field work at the site. A permit application to perform the Hydropunch <br /> II groundwater sampling was also submitted to SJCPHS on November 5, 1992. All of <br /> the aforementioned documents were approved by SJCPHS prior to the beginning of the <br /> site investigation field work (see Appendix A). <br /> 2 <br />
