4.5 City Fire Department <br /> According to Mr. Ron Waddle, Assistant to the Fire Chief, there are no tank <br /> installation diagrams, sketches, registration documentation or removal permits for <br /> the subject site. However, there are two letters in the address file which indicate <br /> the former presence of underground fuel storage tanks (USTs) on the property. <br /> The number, capacity, age, and contents of the tanks are not indicated (see <br /> Appendix D). <br /> The earliest entry is a memo dated October 11, 1978, written by the Fire Chief <br /> at that time, Mr. Edward L. Smith, and addressed to Ben Cantu of the City <br /> Planning Department. The memo states identifies three items concerning the <br /> proposed development at the Robo Car Wash, two of which are fire code <br /> regulations. The remaining item states: "All underground piping and tanks that <br /> had anything to do with the storage or transmission of flammable liquids must be <br /> removed from the site". The memo does not indicate the location or types of <br /> underground tanks or piping on the site. <br /> The second file entry is dated May 14, 1979. It is written by Mr. Jerry Herzick, <br /> Chief Building Inspector of the Manteca City Public Works Department to <br /> Joaquin Construction (the construction company for Manteca Business Center <br /> according to the earlier referenced May 1991 Phase I Report). The letter states <br /> that the Manteca City Fire Department identified gasoline spillage upon removal <br /> of underground tanks resulting in soil contamination. The City Fire Department <br /> investigation indicated that a 30-foot diameter circle was "saturated" with gasoline <br /> to a depth of at least 12 feet. The letter states that this situation "could endanger <br /> life and property if corrective measures are not taken". Furthermore, it states <br /> that the Building Inspector concurs with the Fire Chief in that the soil <br /> contamination should be removed and remediated in a manner pre-approved by <br /> 16 <br />
