d. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is $1,499.00 per 1,000 gross <br /> square feet of building designated as Service Commercial in the Lodi area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published <br /> by the Engineering News Record. (Resolution R-00-433) <br /> e. The Regional Traffic Impact Fee shall be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is$1,390.00 per 1,000 gross square feet <br /> of building designated as Office/Commercial. The fee is based on the current schedule. (Resolution <br /> R-06-38) <br /> f. All improvements shall be in conformance with the current Improvement Standards and <br /> Specifications of the County of San Joaquin. All improvement plans and specifications shall include <br /> a grading plan for each individual lot, if applicable. These improvement plans and specifications are <br /> subject to plan check and field inspection fees and must be approved by Public Works prior to the <br /> issuance of building permits. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices, the <br /> Caltrans Traffic Manual, and/or San Joaquin County Standards and shall be shown on the <br /> improvement plans. (Development Title Section 9-1150.2) <br /> h. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> i. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> j. The site is located within an area which historically flooded. Therefore, all new structures shall be <br /> elevated a minimum of two feet above the adjacent grade. <br /> k. Dischargers whose project disturb one or more acres of soil shall obtain coverage under the <br /> General PerMit for Discharges of Storm Water Associated With Construction Activity. <br /> I. The applican_t/developer shall pay their fair share for a four-way"STOP"control at the intersection of <br /> East Woodbridge Road and State Route 99 W. Frontage Road prior to issuance of building permits. <br /> The fair share amounts to$262.00. <br /> m. The two proposed driveways shall be"STOP" sign controlled and shall be shown on the site plan. <br /> n. The owner shall maintain the palm trees that are in the public right-of-way along the frontage of <br /> Woodbridge Road. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina, 468-3455) <br /> a. Environmental Health requires a soil suitability/nitrate loading study incorporating proposed staff <br /> and customer use to indicate that the area is suitable for septic system usage. This must be <br /> performed prior to issuance of building permits (Development Title Section 9-1105.2[d]). A review <br /> fee of$475.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic tank <br /> practice or the EPA Design Manual for on-site waste water treatment and disposal systems is <br /> required for each parcel.
