The design of the subdivision or the types of improvements will not conflict with easements acquired <br /> by the public at large for access through or use of property within the proposed subdivision. <br /> • This finding cannot be made because a secondary method of access to the proposed <br /> parcels, required by Development Title Section 9-1150.15(b), cannot be provided to serve <br /> the parcels. <br /> 8. Any land or improvements to be dedicated to the County or other public agency is consistent with the <br /> General Plan, any applicable Specific Plan and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because all land or improvements that will be dedicated will be <br /> required to meet the County's development standards. <br /> 9.
