Mr.Jolley
February 13, 2020
Project region. The analysis will consider both short-term construction emissions and long-term
operational emissions.
Task 2B: Biological Resource Assessment
ECORP Consulting, Inc. (ECORP) will conduct a biological resources assessment for the proposed 60.±-
acre Gill Women's Medical Center, located at 11000 North West Lane in unincorporated San Joaquin
County, California. This assessment will include a reconnaissance site visit to characterize current site
conditions, an assessment of potential waters of the U.S., including wetlands, natural communities, and
special-status species habitats.Additional baseline information evaluation will include soil data, California
Natural Diversity Database (CNDDB), U.S. Fish and Wildlife Service species lists, special-status species
distributive data, and other pertinent resources.
A summary of the findings will be incorporated into the biological resources assessment report. The
report will provide the regulatory context, as well as the methods, results, findings, and recommendations
for mitigation measures to address potential impacts to biological resources. As part of the biological
resource analysis we will also identify the likely required state and federal permits and approvals to
implement the project design and construct the project. ECORP has had an on-call contract with the San
Joaquin Council of Governments (SJCOG) since 2010 and has extensive knowledge of the San Joaquin
Multi-Species Habitat Conservation and Open Space Plan (SJMSCP) through work with the on-call
contract. EOCRP will use their understanding of the SJMSCP to evaluate the projects compliance with the
Plan.
Assumptions:
The scope of work assumes that the project boundary for the Project will be provided in AutoCAD format
to ECORP at the start of preparation, and that no changes to the original project boundary or land use
components occur. The biological resources assessment does not include protocol level surveys for any of
the potential status species evaluated as part of this study. One round of revisions is included in this
report.
Task 2C: Cultural Resource Inventory
ECORP will conduct a cultural resources inventory and evaluation of the proposed Gill Women's Medical
Center Project property, comprised of 60.83 acres of APNs OS9-080-07, -29, and -30, located at 11000 N.
West Lane in unincorporated San Joaquin County, California.
The cultural resources inventory and evaluation will include a records search and literature review with the
California Historical Resources Information System's (CHRIS) Central California Information Center (CCIC),
a search of the Native American Heritage Commission's Sacred Lands File, and an intensive pedestrian
survey of the property. This scope also includes identification, recording, and evaluation of up to three
cultural resources for the National Register of Historic Places and California Register of Historical
Resources.
9
ECORP Consulting,Inc.
EN'l'ERONIIENTAL IONSI:LTRN-ll
