Mr.Jolley <br /> February 13, 2020 <br /> Page 12 of 15 <br /> Assumptions: <br /> KD Anderson has identified the number and nature of study facilities in the traffic impact study (i.e., <br /> intersections, roadway segments, and freeway rampjunctions) and presented the analysis techniques (e.g., <br /> travel forecasting models and level of service analysis methods) based on their recent experience with <br /> other projects in San Joaquin County in general and in the north Stockton area in particular. In addition <br /> to evaluation of traffic impacts based on current Level of Service standards, KDA will include evaluation of <br /> the project's impacts relative to regional Vehicle Miles Traveled (VMT). <br /> Study Scenarios. KDA proposes to analyze the following development scenarios: <br /> Existing Conditions, <br /> Existing Plus Project Phase 1 Alone, <br /> Existing Plus Project Buildout, <br /> Existing Plus Approved Projects (EPAP) No Project Conditions, <br /> EPAP Plus Project Buildout, <br /> Cumulative (2035) No Project Conditions, and <br /> Cumulative Plus Project Buildout. <br /> It should be noted that this proposal does not include quantitative analysis of project alternatives. <br /> Quantitative analysis of project alternatives would require a budget augmentation. <br /> Methods. KDA will employ LOS analysis techniques accepted by San Joaquin County, Caltrans and the <br /> City of Stockton with their respective jurisdictions. KDA will consult with City staff to determine whether <br /> the methods noted in their adopted guidelines remain applicable or whether current HCM techniques <br /> should be employed. <br /> Setting. KDA will collect traffic volume count data for the study facilities and use applicable techniques to <br /> establish the existing setting conditions. KDA assumes the analysis will address an area generally bounded <br /> by Armstrong Road on the north, Lower Sacramento Road on the west SR 99 on the east and Morada <br /> Lane on the south. Within that area we propose to assess up to twenty (20) existing intersections to be <br /> selected in consultation with San Joaquin County staff and three (3) intersection created with the project. <br /> KDA will address the operation of up to ten (10) roadway segments, including mainline SR 99. Ramp <br /> merge-diverge operations will be evaluated at the SR 99/ Eight Mile Road interchange. Current facilities <br /> for alternative transportation modes will be identified and planned improvements will be noted. <br /> Project Characteristics. KDA will identify site trip generation based on ITE rates for hospitals, clinics or <br /> MOB. KDA will identify the project trip distribution based on traffic model select analysis or consideration <br /> of the project's identified service area. <br /> Creation of EPAP and Long-Term Cumulative Conditions.
