For long term cumulative analysis, we will consider whether the City's updated <br /> General Plan traffic model or San Joaquin County Tri-County model is the best available tool. The <br /> selected tools will be updated to reflect the proposed project as needed. We assume that long term <br /> improvements addressed by the Current RTP or City/County CIP's will be included in the long-term <br /> cumulative analysis. <br /> Vehicle Miles Traveled (VMT). San Joaquin County and the City of Stockton have not yet adopted <br /> methods for addressing VMT impacts or for characterizing the significance of impacts under VMT as <br /> mandated by SB 743. It is likely that additional guidance will be provided by the SB 742 July 2020 <br /> deadline. Lacking direction at this time, we assume that KDA will make use of the Tri-County regional <br /> travel demand forecasting model to quantify the total regional VMT creates with and without the project. <br /> KDA will also isolate the project within the model to identify project specific VMT and will use that <br /> information to calculate VMT per service population. We will create a baseline per service population <br /> VMT rate for comparison based on isolation of a similar area using population and employment <br /> information provided by the City and County. <br /> Work Products. KDA will prepare an administrative draft traffic impact study for review by the project <br /> team and County staff. KDA will revise the traffic impact study in response to comments on the <br /> administrative draft and issue a final traffic impact study. <br /> Meetings/Coordination. KDA will be available to attend up to three (3) project team meetings during <br /> the preparation of the traffic study and EIR. We will participate in regular telephone conference calls if <br /> needed. We will assist the lead consultant in assembling our standalone traffic study into the EIR. <br /> FOR. KDA will provide written response to agency and public comments. As the breadth of comments is <br /> unknown, we have budgeted 16 manhours for this work and will request augmentation for an unusual <br /> number of comments. <br /> Public Hearings. KDA will be available to attend one planning commission meeting and one Board of <br /> Supervisors meeting. <br /> Task 2G: Visual Impact Assessment/Visual Simulations <br /> ECORP will draft a visual impact assessment including two visual simulations. Geo located photos, <br /> including GPS coordinates and compass direction, will be collected at up to 5 locations.Two photos will <br /> be selected from these locations and will be utilized to generate a photo simulation detailing the post <br /> construction site conditions. Each simulation will be used to generate a figure showing the pre and post <br /> site conditions.The figures will be used to support preparation of a Visual Impact Assessment consistent <br /> with CEQA guidelines.
