Weber Ave. <br /> We are in receipt of your November 22, 1991 letter concerning the <br /> recent sampling performed at the Union Ice Company facility <br /> referenced above. <br /> Q: 1. Why would Public Health Services duplicate the work of <br /> our certified laboratory? <br /> A: 1. The sampling event of October 10, 1991 is known as <br /> "split" sampling. Our purpose for collecting duplicate <br /> samples and submitting the specimens to a separate <br /> laboratory is to conduct quality control verifications. <br /> The quality control/quality assurance (QC/QA) <br /> verifications enable regulatory agencies to evaluate <br /> the sampling activity for accuracies in methodology and <br /> analytical results, as well as field handling <br /> practices. <br /> Q: 2 . If you were going to duplicate our laboratory work <br /> shouldn't we have been notified in advance? If you had <br /> told Union Ice we would have paid your lab and just not <br /> sent any samples to our lab. <br /> A:2 . Our staff discussed the split sampling event with your <br /> consultant, Steve Furnes on September 26, 1991. Our <br /> interest in the sampling was based upon field <br /> observations of October 9, 1991. Sample collections <br /> were being pumped from the bottom of the monitoring <br /> wells, contrary to sampling protocol. The constituents <br /> in question are considered "floaters" on the water <br /> table not "sinkers" (as in the case of solvents) . <br /> Therefore, our samples were collected from the upper <br /> most level of the monitoring well after the pump had <br /> been adjusted. <br /> A Division of San Joaquin Councv Health Care Services <br />
