Mike Mc Nulty
Page 2
The results of the split sampling event confirm the
absence of petroleum hydrocarbons in the groundwater.
However, further definition of the impact to soil
remains to be investigated.
Q: 3 . Shouldn't you submit these type expenses to the State
for reimbursement not The Union Ice Company.
A: 3 . In our original 1989-90 contract with the State Water
Resources Control Board, monies had been set aside to
fund split sampling events. However, due to State
funding reductions the allotment for sampling was cut
in our 1990-91 and 1991-92 contract. The Public Health
Services, Environmental Health Division believes that
QC/QA evaluation is a necessary function of a
regulatory agency. Therefore, we have contracted with
a local laboratory for their services. The cost of the
laboratory services are billed to the responsible
party. Time associated with our staff's involvement
will be billed to you through the State Board as has
been done in the past.
The sampling performed has served to provide additional
documentation to support the non-detectable results of October 9,
1991. The remainder of the site 's investigation may be
concentrated on the remaining soil contamination.
The enclosed invoice is due and payable upon receipt. Should you
have further questions please contact Diane Hinson, Supervising
REHS, of my staff at (209) 468-3450.
Jogi Kharp a, M.D. , M.P.H.
Health fficer
Laurie A 'Cotulla, EHS, Program Manager
'tnvironmental Health Division
LAC/DH: lb
Enc.
P.S.
