1.0 SUMMARY <br /> On July 25,2002,Environmental Safety Services(ESS)conducted a Phase I Environmental <br /> Assessment,of the property located in Stockton, California identified as 10122 West Lane <br /> (APN: 120-020-07). This surface subsurface contamination report is to provide an update <br /> to the original Phase I Environmental Site assessment for the proposed tentative parcel map <br /> submitted for review(PA#05-80). The following summarizes the independent conclusions <br /> representing Environmental Safety Services (ESS) best professional judgment based on <br /> information and data available during this assignment. Information regarding operations, <br /> conditions, and other data provided by the client, owner or their representative has been <br /> assumed to be correct and complete. Additionally, the conclusions presented are based on <br /> the conditions that existed on the date of the assessment. <br /> Based on the results of the original Environmental Assessment, I conclude that in the areas <br /> observed the subject property is not involved in the generation,treatment,storage or disposal <br /> of hazardous waste. <br /> Based on the fact that the site is currently open agricultural land and on-site observations, <br /> the site does not contain: <br /> Asbestos-containing materials <br /> Urea formaldehyde foam insulation <br /> Radon gas <br /> Underground storage tanks. <br /> Transformers with dielectric fluids <br /> The review of the regulatory agency data available for the project and the general area of the <br /> subject property concluded that the site is not on any of the data bases and that none of the <br /> sites listed are anticipated to have an impact on the subject property. In addition,the review <br /> does not suggest that the subject property is currently or has been involved in the generation, <br /> treatment, storage or disposal of hazardous waste. <br /> The review of the historical data available for the site shows that the site is currently vacant <br /> land zoned agricultural. The aerial photograph from 2002 shows open row crop and pasture <br /> use. Current county zoning is for potential subdivision(Use Code 007). <br /> PG&E provides natural gas and electrical power to the area and has replaced transformers <br /> containing levels of polychlorinated biphenyls(PCB)in excess of fifty parts per million(50 <br /> ppm) in accordance with federal law or installs new non-PCB transformers in new <br /> developments. <br /> 3 <br />
