-2- <br /> Ms. Spyksma—Pilchard raised several issues in her letter. The letter was referred to the <br /> Enforcement Division of the Community Development Department and an officer has been sent <br /> to the site to investigate any potential violations. <br /> Ms. Spykslma-Pilchard has indicated that screening, overnight parking of recreational vehicles, <br /> parking, outdoor amplified music, lighting and dirt piles are issues of concern. These issues are <br /> addressed below: <br /> Screening <br /> It is a Condition of Approval 1.i(1)that trash bins be screened. This Condition must be completed <br /> within 18 months of approval of the project. <br /> Condition of Approval 1.i (2) requires that a six to seven foot tall masonry wall be erected along <br /> the adjoining property lines. The Development Title Section 9-1022.2(c)(2) does not permit a ten <br /> foot high wall to be erected along property lines. In order to build a wall over seven feet tall it <br /> would be necessary to meet building set backs for the zone. In the AG-40 zone the side setback <br /> is ten feet and the rear setback is 30 feet. There was an earlier agreement between the VFW <br /> and adjacent property owners that delayed the building of the masonry wall. <br /> Overnight Parking of Recreational Vehicles <br /> The overnight parking of recreational vehicles is prohibited by Condition of Approval 1.rn. <br /> Parking <br /> Condition of Approval 1.d (1) requires that driveway and surfacing areas be surfaced and <br /> permanently maintained with asphalt or Portland concrete. Parking spaces shall be surfaced with <br /> a minimum of four inches of aggregate base. The paving of the parking areas has been <br /> completed. The designated parking areas are located on the north and southwest sides of the <br /> building. <br /> Outdoor amplified music <br /> Outdoor amplified music is prohibited by Condition of Approval 1.n. <br /> Facility rental <br /> There is not a condition of approval that prohibits renting of the facility for events. The VFW Post <br /> provided a letter to surrounding property owners stating that they would not rent the facility to the <br /> general public. The letter states that the facility will only be rented to VFW members of auxiliary <br /> member. There is no way to confirm that the facility was rented to the general public and there is <br /> no condition of approval prohibiting such action. <br /> Lighting <br /> Condition of Approval 1.e(2) states that lighting shall be designed to confine direct rays to the <br /> premises. No spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares. <br />
