(Dobbas) located in Newcastle, California. Dobbas is a California- <br /> licensed contractor (license number 479128). Subcontractors to <br /> Dobbas were Ramos Environmental Service of West Sacramento (for <br /> removal and disposal of tank contents) and Oscar E Erickson, Inc. of <br /> Richmond (for disposal of the tank). Sampling was performed by <br /> ERM-West ERM-West was also responsible for overall site <br />' management and submittal of documentation. The laboratory used <br /> by ERM-West was Enseco of West Sacramento <br /> 1E[e-allb and &hty Em <br />' A site-specific Health and Safety Plan was prepared by ERM-West. <br /> Potential hazards addressed by the Plan included underground <br /> utilities, heavy construction equipment (backhoe), unstable <br />' excavations, motor traffic, heat stress, and potential exposure to <br /> petroleum product and/or vapor Included in the plan were the local <br /> emergency and non-emergency telephone numbers for the police, <br /> hospitals, and fire department, as well as a map depicting the <br />' locations of the nearest hospitals. <br /> After the tank site was delineated by Spectrum Environmental, <br /> Underground Service Alert (USA) was notified USA in turn notified <br /> the local utilities, who subsequently marked buried utility lines in the <br /> vicinity of the tank site. <br /> Permits <br /> Two permits were required and obtained for the tank removal. The <br /> EHD requires a permit for closure or abandonment of an <br /> underground storage tank Receipt of a permit from EHD is <br />' contingent upon the submittal and approval of a Closure Plan and an <br /> associated Health and Safety Plan; these documents were submitted <br /> and approval was obtained. With their permit, EHD included <br /> attachments listing the required Sampling Protocol and the <br /> Minimum Verification Laboratory Analyses. The second required <br /> permit was obtained from the Stockton Fire Department. Copies of <br />' these permits are contained in Appendix C. <br />' Tank Removal <br /> The tank was uncovered and removed from the site on <br /> August 27, 1991 During the process, representatives from San <br /> Joaquin County, the Stockton Fire Department, Dobbas, and ERM- <br /> 3-2 <br />
