' West were present The removal activities consisted of tank <br /> emptying, tank inerting, excavation and tank removal, confirmatory <br /> sampling, and backfilling and paving. Each step is further <br /> discussed below. <br /> The tank was emptied by Ramos Environmental Services, and the <br />' residual liquid was transported to and disposed of at Ramos's facility <br /> in West Sacramento. The volume removed from the tank was 111 <br /> gallons (Appendix D). This quantity was in general agreement with <br />' the quantity previously measured by Spectrum Environmental. The <br /> liquid removed from the tank was identified by Ramos as water with <br /> some gasoline. <br /> Tank inertina <br /> The tank was purged of lingering fumes by the addition of dry ace. <br /> The quantity of dry ice added was at least the amount required by the <br /> Stockton Fare Department (i e., 30 pounds per 1,000 gallons of tank <br /> capacity for a gasoline tank). A total of sixty pounds of dry ace was <br /> used to inert the 2,000-gallon tank removed from the site. <br /> The effectiveness of the inerting process was monitored with a <br /> combustible gas meter. When the lower explosive limit (LEL) <br /> dropped below the guideline value of 1% LEL, the tank was declared <br />' safe to remove by the Fire Department. <br /> Dobbas uncovered and removed the tank with a backhoe. The tank <br />' was lifted from the excavation and placed on a truck provided by <br /> Dobbas. The tank was then visually inspected for holes and leaks and <br /> appeared to be in good condition. The tank was transported under <br />' manifest by Erickson to their facility an Richmond, California. <br /> There, the tank was cleaned and rendered useless, and the tank was <br /> subsequently disposed of as scrap metal at LMG Metals in Richmond <br /> (see Appendix E for the appropriate documentation). <br /> Confirmation Sampling <br /> 1 <br /> After the tank was removed, the sods below the tank were sampled by <br />' ERM-West. The sampling was performed according to the <br /> guidelines specified by the San Joaquin County tank removal permit <br /> (Appendix C). <br /> 3-3 <br />
