The rinseate should be collected <br /> and added to the tank already holding the pumped septic waste. <br /> In order to start your required investigation and evaluate if there is a threat to drinking <br /> water from the chemicals found in the septic tank that may have flowed into the leach I <br /> lines and pits, SJCEHD will require you to enter the UICprogram by completing the <br /> following. 1 <br /> • Complete, sign, and return the enclosed Master File Record (MFR) to SJCEHD <br /> with a check for$279 (starts and credits an account with 3-hours of oversight y <br /> time) and, <br /> • Contract with an environmental consulting firm and submit a work plan to gather <br /> soil samples from under the tank, under every 20 linear feet of leach line, and <br /> from under the pit located at the end of each leach line. All soil samples are to <br /> be collected from native soil within 1 to 2-feet below the tank, leach rock/filter ' <br /> material, and pit and analyzed for the constituents noted below. Any sludge or <br /> liquid (ground water or standing water) encountered during the investigation is to + <br /> be collected and analyzed for all the analytes noted below. <br /> • The work plan should include a description of the activities associated with the <br /> pumping and cleaning of each septic tank and disposal of the waste if it has been <br /> already accepted by a certified treatment facility and properly transported offsite. <br /> • In accordance with USEPA guidelines for minimum laboratory analyses for UIC <br /> systems, SJCEHD will require the contents of the septic tank and all soil, sludge, <br /> liquid samples collected to be analyzed for Total Petroleum Hydrocarbons (TPH <br /> as extractable, purgeable, and recoverable), Benzene, Toluene, Ethylbenzene, I <br /> and Xylene (BTEX), Acetone and methanol, andiia general scan of volatile ,} <br /> organic compounds (VOC) by EPA Method 826013, as well as Methamphetamine <br /> (HPLC/MS/MS) and pH (EPA 9045C), and Total:Phosphorus as P (EPA Method <br /> 365.2). <br /> • Submit a report of findings to SJCEHD at the end of the septic system <br /> investigation. ' <br /> F <br /> SJCEHD strongly recommends that you do not allow any septic system associated with <br /> the illegal discharge to be used. Continued use (toilet flushing, showers, sink drainage) <br /> and occupancy of the other apartments in this unitlbuildi.ng would only spread any <br /> contamination and could require further investigation that would result in increased costs <br /> and work at your motel. After each septic tank has been washed and rinsed out, they <br /> should be allowed to dry out in preparation for a visual inspection by SJCEHD. Please <br /> have your consultant call SJCEHD with 48-working hours notice for the inspection <br /> request. l <br /> l n <br /> If the visual inspection reveals that a tank or a leach line is damaged, cracked, or <br /> determined not to be in satisfactory condition, it must be repaired or replaced before the <br /> occupancy restrictions currently in place for these apartments can be removed. <br /> If soil/sludge/water sample laboratory data indicates tha't chemicals are detected at <br /> significant levels, an additional investigation may be required to determine the vertical <br /> extent of the chemical migration and if the ground wateri has been impacted. <br /> del <br />
