RO#0001668 <br /> Stockton, CA. 95205 <br /> On August 27, 2004, San Joaquin County Environmenta'I Health Department (SJCEHD) <br /> was notified that the above referenced site had been identified as a.clandestine drug lab. <br /> Sampling of one of the many onsite septic tanks on September 7, 2004 indicated that <br /> hazardous materials/waste was discharged into that septic system. San Joaquin County <br /> Ordinance Code Section 9-1110.7 prohibits disposal of hazardous materials/waste <br /> (solvents and toxics) in a septic system. i <br /> SJCEHD has implemented a Local Agency Groundwater ProtectionlUnderground ` <br /> Injection Control (UIC) Program in accordance with guidelines prepared by the United <br /> States Environmental Protection Agency.(USEPA). The;primary focus of the program is <br /> to protect drinking water by identification and evaluation lof subsurface disposal of <br /> prohibited substances. The presence of Toluene in your septic tank makes it subject to : I <br /> the underground injection control regulations and our local program. <br /> i <br /> The residence/structure at this address is posted as unsafe to occupy and will remain as <br /> such until both of the following conditions have been melt. <br /> 1. the interior of the residence has been signed off by a certified industrial hygienist <br /> as safe to occupy and, <br /> 2. the investigation and cleanup of the exterior septic system has been deemed t <br /> adequate by SJCEHD. r # <br /> This correspondence is designed to advise you of the requirements to complete item #2. <br /> SJCEHD conducted a site inspection on October 20, 2004 to verify conditions at the site. <br /> It was noted that multiple septic systems exist at this location. The unit of apartments G <br /> involved (#1 thru #4) in the clandestine laboratory enforcement appears to have at least h <br /> two, and possibly more, septic systems. Unless an "as-,built" drawing can be produced ° <br /> that verifies how many, and which septic system was receiving the illegal waste, <br /> SJCEHD will require both known septic tanks and any other tank discovered to be <br /> included in the required investigation. ;& <br /> During this field inspection, you were advised that the contents of the septic tank should <br /> be pumped out immediate) by a qualified contractor and stored onsite in an approved <br /> container. The contents should be characterized (laboratory analyses) prior to proper <br /> disposal. This can be.done before the work plan is submitted to SJCEHD in order to i <br /> minimize any impact to the soil around the tank should there be cracks in the tank. <br /> ,l <br /> :r , <br />
