Filbert St. RO#: 0001476 <br /> Stockton, CA., 95205 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> "Work Plan Limited Soil Assessment Former Car Wash Former Disco Site"dated <br /> December 18, 2002 as submitted by Kleinfelder on January 22, 2003 and has the <br /> following comments. <br /> EHD does not have authority to require further investigation on environmental <br /> site assessments unless past or present operation of an underground storage <br /> tank (UST) has occurred. When requested to, such as noted in Kleinfelder's <br /> cover page, EHD may provide assistance for non-UST sites subsurface <br /> investigations if other priorities (SW RCB UST contract sites) allow the time to <br /> devote to the research project and the staff have the technical expertise to <br /> oversee it. <br /> The work plan proposed installation of three 'push-point' soil borings to 25 feet <br /> below ground surface ('bgs) and the collection of soil samples at 1', 5', 10', 15', <br /> 20', and 25' bgs. Three soils samples from each boring would be analyzed for <br /> Volatile Hydrocarbon (EPA Method 8260), petroleum-fingerprint (8015m), and <br /> CAM 17 Metals ("EPA Method'). <br /> The work plan states existing UST site monitoring wells, "MW-DIS-3 and MW- <br /> DIS-9" are "located up gradient and down gradient of the former car wash facility" <br /> and "analytical data collected from those wells suggest that petroleum <br /> hydrocarbons are not present in the groundwater at those points" Based on <br /> gradient information from the UST investigation over the years, EHD does not <br /> concur with your suggestion that these wells would accurately represent the <br /> groundwater quality at the former car wash area since they are located 140' and <br /> 70' away. In addition, water from these monitoring wells should be tested for <br /> chemicals suspected of being in use at public car washes of the era. <br /> Although a site map was included in the proposal, the location of the three push- <br /> points was not shown on the map. A site map with the probe locations must be <br /> submitted to EHD. <br />
