Car Wash Environmental Assessment —Del Monte page 2 <br /> 110 N. Filbert St., Stockton <br /> At a publicly used, coin-operated car wash in the 60's and 70's, steam cleaning <br /> of old engine parts, pre-conditioned with solvents, was not unusual. In addition, <br /> illegal draining of waste oil, antifreeze, and other chemicals occurred. With this <br /> in mind, best available technology should be utilized to investigate the worst <br /> possible scenario of site contamination. A better understanding ("as-builts") of <br /> the waste water system used for the car wash should be provided. Solvents, <br /> soaps, metals, and other contaminants washed or steamed off could have <br /> seeped or leaked from the waste water system. Their impact, if any, should be <br /> investigated by expanding the suite of contaminants being analyzed for in the <br /> samples collected. <br /> In addition,collection and analysis of grab-groundwater samples from the <br /> proposed borings should be considered to investigate the condition of the water <br /> in the area of the former car wash. <br /> A thorough and valid investigation should include an adequate number of soil <br /> and groundwater samples. The waste water system should be identified or a grid <br /> of soil borings and samples should be drilled or pushed. EPA analytical methods <br /> consistent with "unknown UST" or "waste oil UST" protocol should be utilized for <br /> this investigation. <br /> Although the proposed investigation is limited, EHD will issue a well permit after <br /> submittal of the site map showing the probe locations with the understanding that <br /> non-detect results with valid QA/QC will not be commented on by EHD and that <br /> detected soil contamination may require further delineation or remediation by <br /> another regulatory agency. <br /> Please contact Michael Infurna at (209) 468-3454 if you have any questions or <br /> wish to discuss the site.
