h. Trash bins shall be kept in an enclosure with solid walls on three sides and gated on the <br /> fourth side. Details shall be shown on the Improvement Plan. (Development Title Section <br /> 9-1022.4[e][31) <br /> i. All storage materials and related activities shall be enclosed by a screen six to eight feet <br /> in height. Items stored within 100 feet of a dedicated street or residential zone shall not <br /> be stacked higher than two feet above the adjacent screen. (Development Title Section <br /> 9-1022.4[e][2][A]) <br /> j. Submit an Improvement Plan, prepared by a registered civil engineer, showing drainage, <br /> driveway access details, on-site parking, landscaping,signs, driveway gates, existing and <br /> proposed utility services, and grading. Storm drainage runoff shall be retained on the <br /> site. The drainage pattern and corresponding storm drain improvements shall be shown <br /> on the Improvement Plan. Pond capacity calculations shall be submitted for approval. <br /> A plan check fee will be required. (Development Title Section 9-884) <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> b. The driveway approaches shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development <br /> Title Section 9-1145.5) <br /> c. The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road for a 25- <br /> foot-wide right-of-way along the frontage of Welty Road. A $225.00 fee currently is <br /> required for processing, per Development Title Table 9-240.2, in addition to a copy of the <br /> Grant Deed, recording fee, and a legal description of the parcel to be offered for <br /> dedication. (Development Title Section 9-1150.2) <br /> d. The frontage improvements for Welty Road shall be constructed in conformance with the <br /> standards for one-half of a 50-foot-wide right-of-way rural road. The construction of the <br /> frontage improvements will be deferred upon execution by the owner of a Deferred <br /> Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and <br /> Roadway Improvement Agreement with a deposit equivalent to the estimated construction <br /> costs prior to approval of the Improvement Plan. A $260.00 fee currently is required for <br /> processing, per Development Title Table 9-240.2, in addition to a copy of the Grant Deed, <br /> recording fee, and an estimate for the required frontage improvements. The estimate and <br /> legal description shall be prepared by a Registered Civil Engineer with a typical section <br /> drawing on a form to be supplied by the Department of Public Works and submitted to <br /> Public Works for approval. As an option, Public Works will prepare the drawing and <br /> estimate for an additional fee of $115.00. (Development Title Section 9-1150.2) <br /> e. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable prior to approval of the Improvement Plan. The fee currently is $675.00 per <br /> 1,000 gross square feet of building designated as Manufacturing or$175.62 per daily trip <br /> end generated in the Tracy area. The fee shall be automatically adjusted July 1 of each <br /> year by the Engineering Construction Cost index as published by the Engineering News <br /> Record.
