Land <br /> r ESA Ma agement <br /> J <br /> Ray Weiss <br /> January 2009 <br /> Page 9 <br /> Local <br /> City of Escalon 2005 General Plan <br /> A review of the applicable City of Escalon 2005 General Plan Objectives and Policies pertaining to the preservation <br /> of cultural resources includes the following: <br /> Community Desien Element <br /> 8.2.B.12. Strengthen the City's sense of history by identifying and preserving historic residential structures <br /> throughout the community. <br /> 9.3.A.3 Strengthen the City's sense of history by identifying and preserving historic structures throughout <br /> the community. <br /> Methods <br /> Archival <br /> A cultural resources records search of pertinent survey and site data was conducted by staff at the Central California <br /> Information Center(CCIC),Stanislaus State University,on November 5,2008(File No.7234 L)(Attachment A). <br /> The information center staff accessed the records for the Escalon U.S. Geological Survey Topographic 7.5" <br /> Quadrangles and included the project area along with a quarter-mile radius.The records search included a review <br /> of the Directory of Properties in the Historic Property Data File for San Joaquin County (Office of Historic <br /> Preservation,2008)for information on sites of recognized historical significance in the National Register of Historic <br /> Places,California Register of Historical Resources,California Inventory of Historic Resources,California Historical <br /> Landmarks,and California Points of Historical Interest. <br /> Field Methods <br /> On November 18, 2008 field reconnaissance was conducted by an architectural historian to obtain a general <br /> impression of the area's potential to yield significant cultural resource sites and to visually inspect project areas <br /> for potential historic architectural resources. <br /> Native American Consultation <br /> Cultural resource identification inquiries included a letter to the Native American Heritage Commission(NAHC) <br /> requesting a review of the sacred lands file in regards to the Planning Area and a list of Native American contacts <br /> within the region.The NAHC provided a list of contacts who have requested information on projects such as this, <br /> and who may have knowledge of cultural resources within the Planning Area. On November 21,2008,ESA sent <br /> letters to the designated NAHC contacts with information about the proposed project and a request that they contact <br /> us if there were any questions or concerns(all NAHC correspondence can be located in Attachment B). <br />
