Louis Avenue <br /> Escalon, CA 95320 <br /> REPORT OF RECENT INSPECTION, CALIFORNIA NUGGETS, SAN JOAQUIN COUNTY <br /> On 14 June 2007, the Executive Officer of the Central Valley Regional Water Quality Control <br /> Board (Regional Board) issued Cleanup and Abatement Order R5-2007-0715 and Monitoring <br /> and Reporting Program R5-2007-0715 for the unauthorized discharge of industrial wastewater <br /> from California Nuggets in San Joaquin County. Order R5-2007-0715 provides an enforceable <br /> time schedule for California Nuggets (Discharger) to fully characterize its waste discharge, <br /> submit technical reports, and submit an application for Waste Discharge Requirements to the <br /> Regional Board. <br /> On 22 February 2013, Regional Board staff inspected the wastewater treatment and disposal <br /> system and met with facility staff to discuss the status of past due technical reports required by <br /> Order R5-2007-0715. Below is a summary of staff's observations and conversation during the <br /> inspection. <br /> • The synthetically lined wastewater pond had greater than two feet of freeboard. <br /> • A section of land adjacent to the land application area and stormwater pond had <br /> standing water on the ground surface. According to facility staff, the standing water was <br /> due to a broken irrigation pipe. <br /> • Ponded water was observed in multiple sections of the land application area. Facility <br /> staff stated that alternating rows of sprinklers in the field are rotated periodically to <br /> reduce hydraulic loading and allow areas to dry between wastewater applications. <br /> Additionally, new sprinkler heads have been installed in portions of the land application <br /> area spray field to enhance evaporation and the sprinkler system valving was being <br /> evaluated to see if it could be reconfigured to create quadrants within the land <br /> application area for greater control of hydraulic loading. <br /> • Odors associated with wastewater were minimal in the immediate vicinity of the <br /> wastewater pond and land application area. <br /> • Regional Board staff informed facility staff that the interim cropping plan and amended <br /> report of waste discharge required by Order R5-2007-0715 had not been submitted and <br /> additional enforcement actions were being evaluated. <br /> KARL E. _ONDLEy SID, P.E., IRAIR I PAMELA C.
