1eadwellMolb
9 September 1999
Project 2597.01
Ms. Margaret Lagorio
San Joaquin County Environmental Division
304 East Weber Street, third floor
Stockton, California 95202 '#
Subject: Work Plan for Soil and Groundwater Characterization J/VV/ROh, 1999
Stockton
Department of Housing and Redevelopment pShore ParcelFMSIE VRV, CSN
Dear Ms. Lagorio:
This work plan has been prepared by Treadwell & Rollo, Inc., on behalf of the Stockton
Department of Housing and Redevelopment (DHR)to conduct a soil and groundwater
investigation at five adjacent parcels in Stockton, California. The DHR has identified these sites
as Area 10 (Fanner Island), 15 (Chase Chevrolet), Area 16 (Chase Chevrolet),Area 20 (Western
Rail Road) and 21 (Crystal Creamery) (Figure 1). All of these sites have had previous soil and
groundwater investigations conducted at them and three have active or planned remediation
systems.
The DHR owns Areas 10 and 20, and has access agreements (attached) from the owners of the
other sites to conduct the proposed investigation. As we have previously discussed with you,
these five adjacent parcels would be treated essentially as a single parcel for permitting reasons,
in order to provide cohesive oversight for the proposed parcel-wide investigation and
development. Attached are completed copies of the San Joaquin County and Master File Record
(MFR) and Well Permit Application forms.
SCOPE OF WORK
Our proposed scope of work includes reviewing past site use, previous investigation and
remedial work, and conducting soil and groundwater investigations at each area. The proposed
soil and groundwater investigation is designed to supplement existing data and provide
information to complete a Preliminary Endangerment Assessment(PEA) for each site. Figures 2
through 7 show the existing groundwater monitoring wells, and proposed soil borings for each
area, and Table I summarizes the proposed sampling and analytical plan for each area.
Sampling and Analyses
Soil borings will be advanced using a Geoprobe direct push rig. Soil samples will be retained in
stainless-steel tubes, covered with Teflon tape and capped. Groundwater samples will be
collected in a pre-cleaned stainless, Teflon, or disposable polyethylene bailer, and decanted into
Treadwell&Rollo,Inc.Environmental&Geotechnical Consultants
555 Montgomery Street,Suite 1300,San Francisco,CA 94111
Telephone(415)955-9040 Facsimile(415)955-9041
