I/moi WALLACE • KUHL Aril 4, 1995 &ASSOCIATES INC p Mr Steve Sasson San Joaquin County Environmental Health Department P O Box 2009 Stockton, California 95291 DRUMMED GROUND WATER DISPOSAL 404 WEST FREMONT Stockton, California WKA No 1.628 04 Dear Mr Sasson, We learned recently that ground water generated during sampling activities at the above-referenced site was incorrectly disposed of into the stormwater system instead of the sanitary sewer system The incident occurred when our personnel mistakenly operated under the belief that the stormwater drain was part of a combined stormwater/sanitary sewer system The authorization to dispose of the drummed water into the sanitary sewer was provided by Mr Larry Williams with the City of Geotechnical Engineering Stockton Municipal Utilities Department during a telephone conversation on September 9, 1994 Mr Williams also requested a letter transmitting a site plan Engineering Geology along with our latest test results, which we provided Environmental Consulting On September 29, 1994, we then emptied 15 full or partially full drums Remediation Services (approximately 725 gallons) into the storm drain identified on the attached Plate 1 Construction Inspection The drums contained purge water generated during development and sampling of the F six onsite monitoring wells between December 1992 and August 1994 A review of Materials Testing the test results of water samples collected during quarterly sampling events indicates that the average total petroleum hydrocarbon concentration at the time of placement into the drums was 1660 ug/l as gasoline, the average benzene concentration was 235 r 3050 Industrial Blvd ug/l A summary of test results of water samples collected during quarterly sampling West Sacramento of the wells is included in Table 1, chain-of-custody documents and laboratory CA 95691 reports are included in the Appendix r Fax 916 372 2565 916 372 1434 RecycL,d paper
