Fremont Street <br /> Stockton CA 95203 <br /> In a telephone conversation with Don Light of Del Tech,Inc.on March 26, 1999,San Joaquin County <br /> Public Health Services,Environmental Health Division(PHS/EHD) was informed that Del Tech,Inc. <br /> at the direction of JJW Geosciences, Inc. ()JW),has installed ORC socks in the monitoring wells (MW) <br /> at the above referenced site. Ground water samples were also collected from MW-2 for baseline <br /> analyses. This work was scheduled without notifying PHS/EHD in advance and completed without <br /> the presence of PHS/EHD staff. California Underground Storage Tank Regulations, California Code of <br /> Regulations (CCR) Title 23,Division 3,Chapter 16, Section 2722(e)states: "Before beginning these <br /> activities (workplan), the responsible party shall: (1) notify the regulatory agency of the intent to <br /> initiate the proposed actions included in the workplan submitted;and(2) comply with any conditions <br /> set by the regulatory agency". <br /> A "Workplan for ORC Placement and Monitoring" dated December 1, 1998 prepared by JJW was <br /> approved by PHS/EHD on December 12, 1998. In the telephone conversation on March 26, 1999, <br /> PHS/EHD was informed that the State Water Resources Control Board Underground Storage Tank <br /> Cleanup Fund(the Fund) had disallowed numerous items in the workplan so the workplan was <br /> changed.
