DEVELOPMENT COMMITTEE MEMORANDUM <br /> SU-91-14 <br /> PAGE TWO <br /> Under the circumstances it would be difficult to make the required <br /> Finding that "Other public concerns substantially outweigh the <br /> objectives of the Williamson Act;" because those public concerns <br /> would have been reflected in the proposed General Plan. <br /> There are some other problem areas that would have to be resolved <br /> concerning design and services to the subdivision if the applicant <br /> chooses to proceed. There is concern with the number of cul-de- <br /> sacs off of Welty. Since Welty Road is still a through street it <br /> would be better to minimize the number of proposed intersections. <br /> Also, the deep cul-de-sacs that are extensions of Glorietta Circle <br /> appear to be designed to serve the rest of the parcel and thus <br /> could be considered growth inducing. <br /> In the area of public improvement requirements sewage disposal is <br /> likely to be a problem. Rancho Vernalis was allowed to develop on <br /> interim septic systems. With the addition of 20 more lots of <br /> Rancho Vernalis East a waste water treatment plant will be required <br /> for both subdivisions. Public Health allowed the interim systems <br /> but indicated that any additional development would require public <br /> waste water treatment. <br /> NOTE: The pre-application conference is designed to inform <br /> prospective applicants of general plan consistency, <br /> zoning consistency, public improvement requirements, <br /> preliminary design constraints and opportunities, and <br /> major environmental and safety issues. This information <br /> is provided in the hope of assisting the applicant in <br /> submitting a better and more complete application, as <br /> well as minimizing processing time. It is not intended <br /> to be an in-depth analysis, and, an environmental <br /> assessment is not completed. The applicant should be <br /> aware that a detailed review will not be done until the <br /> full application is submitted. Also, if new or <br /> additional information is obtained, a revised application <br /> or environmental impact report may be required. <br /> SSS/KA <br />
