June 16, 2004 <br /> NOA Project Number: E04069A <br /> 1.1 Site Description <br /> The Assessor Parcel Numbers for the Site are 015-020-03 and 015-020-04, and the county <br /> application number is PA-04-105. According to the San Joaquin County Assessors Parcel <br /> Map, the Site is 11.27 acres in size (Plate 1). The Site is currently undeveloped. <br /> The Site has been assigned a new address of 20201 North Windwood Drive by the <br /> Community Development Department. We understand, however, that EHD maintains its <br /> files for the Site under the 149 West Woodbridge Road address. <br /> 1.2 Zoning Information <br /> According to San Joaquin Community Development Department, the Site is zoned AG-40, <br /> limited agriculture with a minimum parcel size of 40 acres. This zoning designation "is <br /> established to preserve agricultural lands for the continuation of commercial agricultural <br /> enterprises" (www.co.san-joaquin.ca.us, 2004). <br /> 1.3 Proposed Development <br /> From examination of information on file at the San Joaquin County Planning Department <br /> and the tentative parcel map created by Monte K. Seibel & Associates of Lodi, we understand <br /> that Mr. Nordman proposes to construct a single residence on parcel 4 of the Site. The site <br /> plan is presented in Plate 1. <br /> Mr. Nordman was interviewed in person on June 8, 2004, at which time he stated that he had <br /> no plans to sell or develop parcel 3. He stated that parcel 3 is within both the 100-year <br /> floodplain and the 100-year floodway and, as such, cannot be developed. <br /> 2.0 PRESENT AND PAST USES OF THE SITE AND VICINITY <br /> 2.1 Site Use <br /> The Site is currently covered in trees, bushes, and other vegetation. Mr. Nordman has <br /> performed some preliminary brush clearing for access purposes, but the Site is otherwise <br /> undeveloped. According to information available through ParcelQuest <br /> (www.parcelquest.com), the Nordmans purchased the Site in 2001. <br /> 2 <br />
