45r-
Q
SITE cONTAMINATION WORKPLAN JAN 2 31992
AND
BOIL REXEDIATION PIAN ENVIRONMENTAL HEALTH
PERMIT/SERVICES
INTRODUCTION
pG&E plans to remove a 2 , 000 gallon underground diesel tank
on or around (Date) . This SCW/SRP has been prepared as a
contingency plan in the event low levels of petroleum range
hydrocarbons are encountered in the soil two feet bolow the
tank. This contingency plan establishes procedures for
evaluating and disposing of affected soils in order to
remediate the site in a timely and cost effective manner.
BITE HISTORY
on October 16, 1991, a 12 , 000 and two 5, 040 gallon unloaded
fuel tanks were removed. soil samples were obtained in
a.ccordances with all the San Joaquin County Dnvironvental
Health Department guidelines. Due to the low lsvcls of
petroleum range hydrocarbons present in the initial seTP .es a
SCW and a PAR were developed by Dames and Moore , Tie SCW and
the PAR were approved by the County and the existing
excavation was further excavated by five feet. Contirm"tion
samples were taken and the results were negative. ~'^^
excavation was then back filled with clean fill ar3 ved.
The new tanks were installed adjacent to the orig ' nl
excavation.
The 2, 000 gallon diesel tank that will now be rer,3ved sae
been in operation for over 20 years and has ..v
major problems to date. The results of the laat .nua:
precision test (performed on February 2 , 1991, see
attached copy) were acceptable. The tank is ccnt{nually
monitored by a TLS-250 system. Groundwater is estimated at
60 feet.
PURPOSE AND SCOPE OF WORK
The purpose of this investigation will be to anzlyzn and
evaluate subsurface so-' lA nor range hydrocarbons in
accordance with tht: criter_ specified in the Regional Board
5tdf.L- Recomnendations for an In_L.ia Evaluation and
Tnveetiqdtien of Tanks , Appand ,x A, Tri-Regional
Recommendations . As steitad Tara.ier, this report is a
contingency plan in the: event t:iat there are cLvious signs of
hydrocarbon conr.tituent in the so_l two feet be?ow the tank .
If this condition exists , We prcpoSe, in acccrdancc with the
iri-Regional to acidr'ess the areas of concern
by performing a "scoop ural -un" cleanup. Tn eseePce, to
further excavate the pit by fil.' , feet and take ccnfirmation
samples below the two initial samples required by the Tri-
