� i <br /> i <br /> 1 INTRODUCTION <br /> This report presents the results of a soil investigation at two fuel dispensers and the underground waste oil <br /> Ji <br /> 9 <br /> tank (WOT) piping at the Pacific Gas and Electric Company(PG&E) Stockton Service Center at 4040 <br /> West Lane, Stockton, San Joaquin County, California (Figure 1). The WOT is located 10 feet south of the <br /> southwest corner of the Fleet Services building. Three dispensers are located south of the Fleet Services <br /> building (Figure 2): two unleaded gasoline dispensers (UNL1 and UNI-2)on a fuel island 20 feet south of <br /> the s=leet Servs { <br /> Services building, and one diesel dispenser on a fuel island 50 feet from the building (Figure 3). <br /> i` <br /> The investigation assessed the extent of diesel in soil near the diesel dispenser, gasoline constituents <br /> near the eastern gasoline dispenser(UNI-1), and tetrachloroethene(PCE) near the WOT piping based on <br /> the analytical results of October 2003 grab soil sampling by Geo-Logic(Crockett, CA)that was conducted <br /> as part of a WOT piping and fuel dispenser upgrade protect. Grab soil samples collected as part of the E <br /> upgrade contained detectable levels of these constituents at the respective locations. Tables 1 A and 1 B <br /> present summaries of the upgrade soil sample analytical results. Appendix A is the Geo-Logic report. <br /> I <br /> On November 24 2003, the San Joaquin County Environmental Health Department(EHD) issued.a Notice <br /> of Responsibility(NOR)notifying PG&E that the site has been placed in the Local Oversight Program. An � <br /> accompanying cover letter dated November 25, 2003 requested-that a workplan be submitted to EHD. On <br /> January 30, 2004, PG&E Technical and Ecological Services (TES)submitted a Workplan (PG&E 2003)to <br /> I <br /> � EHD; on March 22, 2004, PG&E Environmental Affairs submitted a,vvorKpian Addendum to EHD. Ms. <br /> I I' <br /> . Margaret Lagorio of EHD approved the proposed work. Appendix B contains the NOR, NOR cover letter, <br /> Workplan cover letter, and Addendum. The soil investigation was pkerformed by TES in accordance with <br /> the Workplan and Workplan Addendum. <br /> [R � 2 BACKGROUND <br /> t 2.1 Description of Three Fuel Dispensers and Waste Oil Tank <br /> The fuel dispensers were installed in the late 1980s. In December 2000, under dispenser containment <br /> (UDC) pans were installed beneath the three fuel dispensers. During the installation, approximately three <br /> i <br /> cubic yards of PHC-affected soil were removed from around the UNI-2 dispenser, and 22 yards were <br /> :i <br /> removed from around from around the diesel dispenser(IT Corp 2001).
