C. Facility Drainage: <br />The entire yard is graded such that surface runoff is channeled toward surface <br />catch basins located in the service center yard; as illustrated in the facility layout <br />drawing, Figure 2-1. The catch basin system empties into the city storm drains <br />on West Lane. Two oil/water separators are in place to eliminate potential oil <br />discharge into these systems. The city storm drain directs storm water runoff <br />into the Calaveras River sump. The city sump has a capacity of 38,090 gallons <br />and is equipped with a lift pump, which ultimately discharges into the Calaveras <br />River. <br />D. Adjoining Land Uses: <br />The property is bounded by West Lane on the west, West Lane Bowl on the <br />south, Southern Pacific railroad on the east, an unnamed, paved, county road on <br />the northeasterly direction and the "Yard -in -Garden" store on the northwesterly <br />direction. <br />E. Prevailing Wind Direction: <br />The prevailing wind direction is from the north except prior to or during a storm <br />when the prevailing wind direction is from the southeast. <br />F. Spill Potential: <br />The oil filled equipment, storage containers, spill prevention techniques currently <br />utilized and the potential for oil spills are described in this section. Small spills <br />occurring during normal operation will be contained and cleaned up in accordance <br />with Section 5H. of this Emergency Plan. <br />1) Underground Waste -Oil Storage Tank <br />a) The facility has one 1,000 -gallon underground tank used for storing <br />waste oil from garage maintenance operations, and it is located <br />southwest of the Garage Building. The tank is a double -walled <br />fiberglass -clad steel tank which is compatible with the stored fluid. The <br />tank and associated piping have a continuous leak monitoring system, <br />one located in the tank's annular space and one in the pipeline collection <br />sump, which activates an audible and light alarm in the Garage Building. <br />If an alarm is activated, an assessment to determine the cause will begin <br />and may include leak testing. The waste oil in the tank is pumped out by <br />a licensed recycler every 90 days, or before it gets full. The Division <br />Transportation Supervisor is responsible for the tank and its contents. <br />3-2 <br />
