oil/water separator located at the west end of the
yard.
ii) Leakage during The equipment is inspected before placing it
storage: in this area, and the area is inspected daily. Since the
equipment is new or refurbished, meant for outdoor
use, and is in storage for only a short time, it is not
reasonably expected to leak during storage.
9) Operating Oil -Filled Eguioment
a) Operating Substation
The transformer bank has three aboveground transformers and regulators
for 60 KV to 12 KV local distribution substation. These transformers are
mounted on concrete pads and protected in a rock blotter. The
regulators are also mounted on concrete pads. The entire area is
surrounded by an 8 -inch wood berm, filled with 7 inches of earthen
materials. The largest volume of oil in this equipment is 4,491 gallons.
These transformers are manufactured for outdoor use and must retain oil
to operate properly. It is unlikely that leaks would develop.
Possible Spill Occurrence
i) Casing rupture The greatest spill potential is from a
or leakage: casing rupture or leakage. The maximum
volume of oil that could reasonably be expected
to spill would be 4,491 gallons. If this
occurred it would be detected immediately by a
power outage. The oil would be contained in
the rock blotter or by the underground oil/water
separator located at the south end of the yard.
b) Ooerating Pad -Mounted Transformer
There is one operating pad -mounted transformer located in the
southwest corner of the yard. It is used to furnish electrical power to
this facility. This transformer contains 265 gallons of oil.
Possible Spill Occurrence:
i) Leakage: The greatest spill potential is from leakage of
the equipment which would be detected
immediately by a power outage. The maximum
volume of oil that could reasonably be expected
to spill due to leakage is 5 to 10 gallons.
3-15
