' Historical Background:• gr River City Petroleum and Connell Motor LIR Truck <br /> ' Page 2 of 13 <br /> SITE OPERATIONS <br /> ' The site has been utilized as a lift truck forklift service facility from 1947 to approximately 1970 <br /> (forklift) tY pp Y , <br /> a commercial tire service facility from 1970 to 1988,and a commercial lubrication(oil)service from <br /> 1988 to 1994. Since 1994 the facility has only been used as a as a commercial tire service facility. <br /> ' The eastern side of the site was formerly a fuel card-lock station,the River City Petroleum Company, <br /> located in the canopy area fronting North Wilson Way.This commercial diesel and gasoline fueling <br /> operation utilized underground storage tanks (USTs) for fuel storage. <br /> HISTORICAL CHEMICAL USAGE <br /> ' There have been hazardous materials or wastes generated on the property, namely waste oil, <br /> antifreeze, brake solvent, paint and asbestos used in brakes. One large, half-full AST utilized for <br /> ' waste oil was noted outside on the west side (project area) of the building; this AST was located <br /> within a concrete bunker.Staining was present,surrounding both features.In addition,a set of empty <br /> aboveground storage tanks(ASTs)utilized for waste oil were noted inside the building;these ASTs <br /> ' • were likely underground storage tanks(USTs)removed from within the warehouse or lube bay area. <br /> Some of the present and former occupants, such as the various trucking/equipment/automotive <br /> ' companies (petroleum hydrocarbons lubricants and oils) and the paint shops (resins, chlorinated <br /> solvents)may have utilized hazardous materials;however,historical volume and disposal practices <br /> for the hazardous materials or wastes at the site are unknown to AGE. <br /> UST FACILITY <br /> The UST presently investigation i <br /> g p t y ben g conducted on the eastern portion of the site by Foothill <br /> ' Engineering (FE) was assigned to the Local Oversight Program (LOP) of San Joaquin County <br /> Environmental Health Department(EHD)for assessment and potential remediation.A history of the <br /> UST removal and investigation is as follows: <br /> ' Four 10,000-gallon underground storage tanks of unknown installation dates, UST <br /> Numbers 1 and 2(gasoline),and UST Numbers 3 and 4(diesel),were removed from the site <br /> ' on 05 October 1986; it was unknown if an unauthorized release of hydrocarbons had <br /> occurred at the site at that time. Three new double-wall, 10,000-gallon USTs with alarm <br /> sensors were installed on 07 November 1986(UST Numbers 5 (diesel), 6 and 7(gasoline)). <br /> ' UST documentation notes the presence of two 500-gallon waste oil tanks(UST Nos 8 and 9). <br /> The location of the UST was documented to be at the south and north ends of the truck lube <br /> ' bay.No soil sample data was available from the UST removal and AGE is not aware whether <br /> Advanced GeoEnvironmental,Inc. <br />
