' Historical Background: River City Petroleum and Connell Motor Lift Truck
Page 3 of 13
or not an authorized release had been observed or documented.
• The service area included two fuel islands, each with three fuel dispensers (two diesel and
one gasoline). The USTs were north of the fuel islands.
' • On 10 September 1997,Stockton Fire Prevention filed documentation for a hazardous waste
discharge from an accidental drive off that resulted in the release of approximately 15 gallons
of diesel fuel from pump#1 (pump island#2).Action was taken to apply absorbent material
' and sweep up,and the pump nozzle was locked down.Note was made that the concrete near
the pump was settling and broken and that further site assessment would be required. In
' addition, an EHD investigation of the spill also noted diesel fuel puddled under the cracking
concrete near the west dispenser;this resulted in an abatement notice requiring that the diesel
fuel should be removed and properly disposed of and that further site assessment was
' required to investigate the source of the diesel fuel release and the extent of contamination.
• On 24 September 1997,Amherst Inc.completed apreliminary site assessment(18 September
1997 visual inspection) for diesel contamination of soil under one of the pump islands.
' Amherst proposed to develop a work plan to determine the extent of the contamination.
Work was later performed to assess soil for contaminates released from the dispenser.
• On 28 October 1997,an EHD UST Unauthorized Release(Leak)/Contaminated Site report
changed the case type from a soil-only release to undetermined and the EHD issued a letter
to Connell Motor Trucking requiring further assessment of soil and groundwater
' contamination.
• In February 1998, an EHD site inspection discovered that the vapor recovery system was
' inoperable and shut down the gasoline dispensing system pending repair of the system.
• On 9 March 1998, Connell Motor Truck terminated their lease with River City Petroleum
citing economic hardship with regard to the required repairs. The UST system did not operate
' after that time.
• On 20 March 1998, a routine EHD inspection found that the dispensers had been removed,
' the concrete islands had been broken, and tanks 5, 6 and 7 had been improperly abandoned;
in addition, the site was in violation of the 10/11 September abatement order.A hearing was
scheduled for after 30 April 1998.
' • On 7 April 1998,Amherst Inc. issued a site status memo on the spill assessment;this memo
referenced an 11 November 1997 work plan for a site assessment that was not in the files
' reviewed and an 05 December 1997 verbal approval of the work plan. According to the
memo, severe weather had postponed assessment until 13 March 1998;on that date Amherst
collected two shallow soil samples under the concrete apron, one at the surface and one at
' a depth of 1.5 feet. Laboratory analysis detected elevated levels of diesel and what appeared
• to be weathered gasoline;these levels were substantially reduced(90%)within the first foot
of depth.Amherst concluded that limited subsurface contamination posed little threat to the
1
Advanced GeoEnvironmental,Inc.
