' HISTORICAL CHEMICAL USAGE
•
There have been hazardous materials or wastes generated on the property, namely waste oil,
' antifreeze, brake solvent, paint and asbestos used in brakes. One large, half-full AST utilized for
waste oil was noted outside on the west side (project area) of the building; this AST was located
within a concrete bunker. Staining was present, surrounding both features. In addition,a set of empty
1 aboveground storage tanks(ASTs)utilized for waste oil were noted inside the building;these ASTs
were likely underground storage tanks(USTs)removed from within the warehouse or lube bay area.
' Some of the present and former occupants, such as the various trucking/equipment/automotive
companies (petroleum hydrocarbons lubricants and oils) and the paint shops (resins, chlorinated
t solvents)may have utilized hazardous materials:;however, historical volume and disposal practices
for the hazardous materials or wastes at the site are unknown to AGE.
' UST FACILITY - NOT RELATED TO THE AGE INVESTIGATION
' The UST investigation presently being conducted on the eastern portion of the site by Foothill
Engineering (FE) was assigned to the Local Oversight Program (LOP) of San Joaquin County
Environmental Health Department(EHD)for assessment and potential remediation.A history of the
UST removal and investigation is as follows:
• Four 10,000-gallon underground storage tanks of unknown installation dates, UST
' Numbers 1 and 2(gasoline),and UST Numbers 3 and 4(diesel),were removed from the site
on 05 October 1986; it was unknown if an unauthorized release of hydrocarbons had
occurred at the site at that time. Three new double-wall, 10,000-gallon USTs with alarm
sensors were installed on 07 November 1986 (UST Numbers 5 (diesel),6 and 7 (gasoline)).
• UST documentation notes the presence of two 500-gallon waste oil tanks(UST Nos 8 and 9).
tThe location the UST was documented to be at the south and north ends of the truck lube
bay.No soil sample data was available from the UST removal and AGE is not aware whether
or not an authorized release had been observed or documented.
• The service area included two fuel islands, each with three fuel dispensers (two diesel and
one gasoline). The USTs were north of the fuel islands.
' On 10 September 1997,Stockton Fire Prevention filed documentation for a hazardous waste
discharge from an accidental drive off that resulted in the release of approximately 15 gallons
' of diesel fuel from pump#1 (pump island 42).Action was taken to apply absorbent material
and sweep up, and the pump nozzle was locked down.Note was made that the concrete near
the pump was settling and broken and that further site assessment would be required. In
' addition,an EHD investigation of the spill also noted diesel fuel puddled under the cracking
concrete near the west dispenser;this resulted in an abatement notice requiring that the diesel
fuel should be removed and properly disposed of and that further site assessment was
' required to investigate the source of the diesel fuel release and the extent of contamination.
•
' Advanced GeoEnvironmental,Inc.
1
